Funzione TIMEVALUE
Questa funzione prende un orario rappresentato come stringa e restituisce un valore decimale. Il valore del tempo è un numero decimale nell'intervallo da 0 a 0.99988426, che rappresenta l'orario dalle 0:00:00 alle 23:59:59.
